گروه بین الملل اندیشکده حکمرانی شریف در راستای کنشگری فعال در عرصه دیپلماسی نخبگانی، برآیند نظرات کارشناسان خود را برای مشارکت در کنفرانس جهانی یونسکو با موضوع اینترنت، به مقر این سازمان ارسال کرد.
این کنفرانس در حالی در روزهای 21 تا 23 ماه آینده میلادی در پاریس برگزار می‌شود که نهایی‌سازی سند "راهنمای تنظیم‌گری پلتفرم‌های دیجیتال با رویکرد چند ذینفعی" در دستور کار آن قرار دارد.
در نظر کارشناسی اندیشکده حکمرانی شریف آمده: «ضمن استقبال از ورود سازمان‌های تابع ملل متحد به تنظیم‌گری پلتفرم‌های فراملی، خواستار رعایت توازن میان حقوق و تکالیف ذینفعان شد. کارشناسان اندیشکده شریف با توجه به اصل پذیرش تنوع‌ فرهنگی و رعایت ارزش‌های ملی، از رویکرد اعمال حاکمیت ملی بر فضای مجازی حمایت کردند. در این اظهار نظر کارشناسی، داده‌‌ها و اطلاعات، منابع کمیاب و استراتژیکی قلمداد شده که واجد جنبه‌های اثرگذار بر امنیت کشورها هستند. بر همین اساس و با هدف تأمین منافع ملی، حاکمیت‌ها از مشروعیت لازم برای پاسخگو کردن پلتفرم‌ها برخوردار هستند.»

General comments by the Governance and Policy Think Tank (GPTT) on:

Guidance for Regulating Digital Platforms: a multistakeholder approach

 

Hereby, Governance and Policy Think Tank as a non-partisan, non-governmental think tank affiliated with Sharif University of Technology based in Tehran, Iran, represents its perspective on the “Guidelines on Regulating Digital Platforms: a multistakeholder approach” proposed by UNESCO.

1- Taking into consideration the increasing challenges raised by transnational digital platforms, we consider the document a step forward to provide a dialogue around how to make them accountable to and protected by national authorities. By this, the Guideline has literally recognized a form of “National Sovereignty in cyberspace” under the supervision of the United Nations, and we welcome this overall approach.

2- However, the Guideline has overwhelmingly ignored cultural diversity and national values in favor of what are so-called “universal values”, the fact that seems in contrast with fundamental principles of the United Nations.

3- In general, the document suffers from an imbalance approach towards the rights and duties of different stakeholders. In particular, there is an entrenched “anti-statist” perspective dominating the draft by assigning several tasks and responsibilities to the member states while transnational platforms have been almost safeguarded from being accountable to them.

4- Moreover, whilst the rationale for insisting on independent regulators are fully appreciated, there is a concern that such an institutional independence, as characterized here, could lead to “de-governmentalization” of digital platform regulations. The fact that could violate the digital sovereignty of member states and is lacking the fundamental legitimacy on behalf of the nations.

5- The last but not least, the document has repeatedly called data as a “public good”, it should also be considered as a national strategic resource affecting the national security and sovereignty. So the sovereign states’ intervention needs to be considered as legitimate and crucial.

Altogether, whilst the Governance and Policy Think Tank generally supports the rationale and intention behind the Guideline as a universal obligation to regulate -currently non-regulated- transnational platforms, it is concerned with the imbalance approach of the document regarding different stakeholders and its undermining national sovereignties and identities.
